Les Kügel 

Les Kügel heads Kügel Legal Consulting. He has over 20 years of professional experience within the field of law –  the last 15 specialising in legal and regulatory advisory services in the energy field, with particular focus on the electricity supply industry as well as the water sector. 

Having started his career in the Public Sector, first the Department of Agriculture and later the Department of Minerals and Energy (as head of its legal section), Mr. Kügel has an excellent understanding on how best to develop legislation, regulation, governance and institutional and regulatory frameworks. He has been closely involved in the design of various of the regional regulatory frameworks, including in South Africa, Namibia and Botswana. He also provides advisory services to RERA (the Regional Electricity Regulator’s Association) and hence has an excellent overview and understanding of regional imperatives and differences in the approach and execution of electricity policy and regulation. Furthermore, he has intimately been involved in the development of Independent Power Producer (IPP) frameworks in the region, especially in Mozambique and Botswana. 

Mr. Kügel has a very good all round understanding of the electricity supply industry in general and the electricity generation and supply industry in particular. He also provides a solid critical contribution as quality controller. 

Mr Kügel is an admitted Advocate of the High Court of South Africa.
